  3. Shield 6.0. Subsidy for micro- and small entrepreneurs. The receipt of applications is under way

From 1st February, micro- and small entrepreneurs may apply for a non-reimbursable subsidy up to 5,000 PLN under the anti-crisis shield for the coverage of current business costs. This support is available again to entrepreneurs who have received a similar subsidy during the first December-January receipt of applications. The list of types of business activity has also been extended with 7 PKD codes.

The receipt of applications will last till 31st March, and the submission of an application is possible only via praca.gov.pl.

‘After logging in, you have to fill in the form in the Anti-Crisis Shield tab (“tarcza antykryzysowa”) and sign the whole documentation with an electronic signature or a trusted signature,’ says Maciej Sałdacz, Deputy Marketing Director in the County Labour Office in Wroclaw. ‘Upon the acceptance of the application by the County Labour Office, the subsidy will be paid within two working days at the latest to the bank account indicated by the entrepreneur in the application.

Who will receive the subsidy?

An application for subsidy may be filed by microentrepreneurs (employing below 10 persons) and small entrepreneurs (where the average annual number of employees does not exceed 50). It is worth stressing, however, that entrepreneurs who have not employed anyone are also entitled to receive the subsidy.

The subsidy is available to micro- and small entrepreneurs from the catering sector (e.g., restaurants, mobile catering establishments), the retail sector (marketplaces), the sport industry (body-building and fitness centres, swimming pools, health resorts), tourism (e.g., guides, hotels) or the cultural-entertainment sector (photographic, film or stage activities, museums). Along with the start of the new receipt of applications, 7 PKD codes were added to the list. They supplement the types of activities that could apply for the previous subsidy in December and January.

About the subsidy

The subsidy for the coverage of current business costs will be non-reimbursable if such business activity is conducted for 3 months from the day of granting the subsidy.

The subsidy may be combined with other forms of support from public funds. This means that it can be applied for by an entity that has acquired, e.g., a loan and subsidy pursuant to the Act of 2nd March 2020 on special solutions related to the counteracting, prevention and fighting of COVID-19, other infectious diseases and crisis situations resulting from them. Appropriating two or more types of co-financing from public funds for the coverage of the same costs is not allowed.

Criteria for receiving the subsidy

  • Having the status of a microentrepreneur or a small entrepreneur pursuant to the Enterprise Law Act.
  • Conducting business activity marked as the type of prevailing activity (acc. to the PKD 2007 classification) with selected codes as on 30th November 2020.
  • The revenue from business activity earned in the month preceding the month of filing the application was at least 40% lower than the revenue earned in the preceding month or the analogous month of the previous year.
  • Non-suspension of business activity for the period covering the day of 30th November 2020 pursuant to the Enterprise Law Act. The entrepreneur’s business activity must not be suspended on the day of submission of the application for subsidy.
  • All conditions must be met simultaneously.

Financial support from the County Labour Office in Wroclaw totalled nearly 400 million PLN in 2020. It was granted to over 66,000 beneficiaries.
